S2E2

The S2E2 Cluster / Organisation	The S2E2 Cluster is a not-for-profit association under the French law of 1901, created on September 12th 2005. The association is based at Tours and radiates out to the west of France starting from the Centre and the Limousin regions, its original territory.
The statutes rewriting, adopted by the General Assembly on October 20th, 2008 instituted as principal novelty: the possibility for the local communities and public organisations, within a third college of permanent members, to have a deliberative voice at the Association General meetings, the creation of a Strategic Futurology and Orientation Board (SFOB). The General Assembly The General Assembly is made up of permanent members, divided into three colleges: college 1: representatives of research centres and training organisations, college 2: representatives of industrial companies, college 3: representatives of local communities, public organisations and another organisations taking part annually in the financing of the Cluster Association.

The Board of Directors

The Board of Directors is made up of 12 members, elected for 3 years, from the two colleges:
college 1: 5 representatives of research centres and training organisations,
college 2: 7 representatives of companies, including 4 from SME and 3 from large companies (>250 employees).

The Board of Directors mainly validates the strategy and the estimated budget and decides the actions to engage. Then, it submits these decisions to the vote of the General Assembly.

The Executive Committee

Leaded by the President of the Association, it is made up of the 4 members of the Office, the General Deputy (Jerome FINOT) and the S2E2 Cluster Technical Director.

The Scientific Board (SB)

Chaired by Jean-Luc MORAND, the Scientific Board is made up of 11 members, including 4 from the College 1 and 7 from the College 2. They are named by the Board of Directors. The Scientific Board, which can associate experts nationally recognised in the technological fields of the Cluster, has as principal missions:

  the definition and validation of the scientific, technological and industrial subjects selected for the strategic development of the Cluster, as well as technological roadmaps;

  the implementation of the whole internal procedures of the Cluster relating to the projects emergence and development (calls for projects, help to carry out the project, expertise, validation, certification, followed financing, industrial patent, followed realisation, results evaluation …);

  the definition and following-up the actions of technological and economic survey initiated by the Cluster.

The Strategic Futurology and Orientation Board (SFOB)

Made up of 12 high level personalities from scientific, economic and political environment, recognised for their competences in the fields of sustainable development, energy efficiency and electrical energy, the Strategic Futurology and Orientation Board (SFOB) has as missions:

to inform the Cluster on the scientific, technological, industrial stakes and markets, related to the foreseeable evolutions of the world energy problems;

to direct the reflexions of the Scientific Board;

to constitute a force of proposal for the Cluster’s strategy and its evolutions.
